What Government Must Do to Ensure the Tourism and Hospitality Sector Thrives Under The 24-Hour Economy

As Ghana moves toward building a 24-hour economy, the tourism and hospitality sector stands out as one of the most natural beneficiaries and drivers of this vision. However, for it to flourish, government must create the right environment through policy, infrastructure, safety, skills development, and marketing. 

Below are key actions government should take: 

  1. Strengthen Policy and Regulatory Frameworks 
  • Develop a national nighttime economy policy that integrates tourism, hospitality, culture, and creative industries into the 24-hour economy agenda. 
  • Review and modernize tourism laws and licensing regulations to encourage extended operational hours while maintaining quality and safety standards. 
  • Empower local authorities to create nighttime tourism zones or “24-hour precincts” where tourism businesses can operate freely and safely. 
  1. Ensure Safety and Security 
  • Security is the backbone of any 24-hour economy. Government must invest in enhanced night-time policing, CCTV surveillance and street lighting in key tourism and hospitality zones. 
  • Establish Tourism Police Units trained to protect tourists and operators, especially in high-traffic areas such as beaches, nightlife districts and transport terminals (trotro stations). 
  • Introduce safety certification for hospitality establishments operating round-the-clock to boost confidence among both tourists and investors. 
  1. Invest in Infrastructure and Transport 
  • Extend public transportation services (buses, trains, taxis) to operate beyond traditional hours so tourists and workers can move easily at night. 
  • Improve road networks, signage, lighting, and ICT connectivity in tourism corridors and entertainment zones. 
  • Expand energy reliability to ensure uninterrupted power supply to hotels, restaurants, and entertainment venues operating under the 24-hour system. 
  1. Support Skills Development and Workforce Readiness
  • Partner with tourism training institutions (like HOTCATT and hospitality schools) to offer flexible training programs for workers in customer service, night-time operations, safety and digital management. 
  • Encourage youth employment programs targeting hospitality, creative arts and tourism services that thrive in a 24-hour economy. 
  • Provide incentives for businesses that employ and train workers for multiple shifts or night operations. 
  1. Provide Incentives and Financing 
  • Offer tax breaks or subsidies to tourism and hospitality businesses that extend their services to operate round-the-clock. 
  • Facilitate access to lowinterest loans and grants through Ghana Tourism Development Fund, EXIM Bank and private partnerships for hospitality upgrades and innovation. 
  • Support SMEs and local entrepreneurs (food vendors, transport operators, entertainment providers) to participate in the 24-hour economy through microfinance and business development services. 
  1. Promote Destination Marketing and Branding 
  • Launch a “Ghana by Day and Nightcampaign to promote the country’s cultural, culinary, and entertainment experiences that extend into the evening. 
  • Collaborate with the Ghana Tourism Authority, creative industry associations and city authorities to brand Ghana as ‘Africa’s Most Vibrant 24-Hour Destination.” 
  • Encourage public-private partnerships to host night festivals, food fairs, beach carnivals, and night tours across major cities and tourism destinations. 
  1. Encourage Innovation and Digital Transformation 
  • Support the adoption of digital booking systems, e-payment platforms, and online safety apps to make 24-hour tourism services more accessible and efficient. 
  • Encourage startups to develop tourism tech solutions for nightlife, event bookings, ridesharing, and 24-hour delivery services. 
  • Build a national digital tourism database showcasing 24-hour attractions, events and services for visitors and locals. 
  1. Strengthen Institutional Coordination 
  • Establish a multisectoral 24-Hour Economy Taskforce involving the Ministries of Tourism, Trade, Energy, Transport, and Interior to coordinate efforts and policies. 
  • Work closely with local assemblies to identify and develop safe, vibrant night-time economic districts. 
  • Foster partnerships between the private sector, traditional authorities, and communities to ensure inclusive participation and shared benefits. 
  1. Prioritize Sustainability and Community Inclusion 
  • Promote sustainable tourism practices such as waste management, noise controI, and environmental protection in 24-hour operation areas. 
  • Ensure local communities benefit directly from the extended economy through job creation, cultural showcases and small business opportunities. 
  1. Showcase Leadership and Vision 
  • The government must communicate a clear, inspiring national vision linking the 24-hour economy to Ghana’s economic transformation, job creation, and global competitiveness. 
  • A strong political commitment, backed by investment and stakeholder collaboration will ensure tourism and hospitality become a leading engine of the 24-hour economy. 

Conclusion 

To make the 24-hour economy work, government must see tourism and hospitality not as a side sector, but as a central driver of growth, employment, and national image. By ensuring safety, infrastructure, investment, skills and innovation, Ghana can unlock a vibrant tourism ecosystem that operates day and night – fueling jobs, creativity and sustainable prosperity.
